Sorry, when I posted this I was in a hurry. It's a continuous fountain, the light coming from the side makes it look like there are drops of water sitting there. If you put your finger through it, you could feel it.
Hmmm... that's sorta what I thought but I've never seen one of these in a public place like that. They must have a stroboscopic light in there. I've used a strobing light to "stop" drops coming out of a faucet and that's what it looked like.
